Sebanyak tujuh KRI milik TNI AL akan mengamankan penyelenggaraan Konferensi Tingkat Tinggi (KTT) ASEAN ke-19 dari wilayah laut. Hingga Minggu (13/11) kemarin, lima KRI sudah mulai berjaga-jaga di wilayah laut Bali, yakni KRI Karel Satsuit Tubun, KRI Slamet Riyadi, KRI Kerapu, KRI Banda Aceh, dan KRI Sura. Dua KRI lainnya direncanakan akan segera tiba di Bali, sebelum penyelenggaraan KTT ASEAN pada Kamis (17/11) hingga Sabtu (19/11) mendatang. Selain pengerahan KRI, wilayah Bali juga diamankan oleh pasukan katak yang bertugas khusus menyisir wilayah laut di sekitar wilayah Nusa Dua yang menjadi lokasi KTT.

Panglima Kodam IX Udayana Mayjen TNI Leonard menegaskan, pengerahan sejumlah KRI dan pasukan katak dilakukan untuk memaksimalkan pengamanan wilayah Bali selama KTT ASEAN berlangsung. “Jadi pengamanan kita laksanakan dari semua lini, baik darat, laut, maupun udara,” jelas. Leonard saat melakukan peninjauan kesiapan pengamanan KTT dari wilayah laut di Pelabuhan Benoa, Denpasar, Minggu (13/11). Dalam kesempatan tersebut, peninjauan dilakukan terhadap kesiapan pasukan Katak, KRI Banda Aceh, dan kapal patroli Polri.

Dijelaskan Leonard, pengamanan KTT ASEAN dilakukan dengan integrasi TNI dan Polri. Karenanya sejumlah kapal patroli Polisi yang didatangkan langsung dari Mabes Polri, juga akan ikut mengamankan wilayah laut Bali selama KTT berlangsung. “Pengamanan ini terintegrasi antara TNI dan Polri,” tegasnya.

Pengamanan laut tidak hanya difokuskan di wilayah sekitar Nusa Dua saja, tetapi sejumlah pintu masuk laut Bali juga dijaga ketat. “Pengamanan sudah kita atur di Pelabuhan Gilimanuk, Padangbai, Celukan Bawang, termasuk di Benoa ini,”tambahnya.

Dijelaskan Leonard, patroli laut sudah mulai diintensifkan untuk menjamin tidak ada gangguan keamanan dari laut. Namun pada saat pelaksanaan KTT ASEAN nanti, sejumlah titik di kawasan perairan Nusa Dua akan disterilkan dari berbagai aktivitas laut, termasuk aktivitas kapal-kapal nelayan. ” Kalau di laut, tidak bisa kita tutup semuanya. Tapi pada saat jam-jam tertentu akan kita berlakukan larangan. Ada waktu-waktu tertentu yang kita harus kosongkan wilayah itu sama sekali. Jadi clear, semuanya harus clear,” ujarnya.

Tidak hanya dari laut, wilayah udara di atas kawasan Nusa Dua juga dipastikan akan disterilkan selama KTT berlangsung.”Pada saat kegiatan, pesawat dilarang terbang sama sekali di atas kawasan Nusa Dua,” tegasnya.

Selain itu, landasan pesawat di Bandara Ngurah Rai juga harus steril, mengingat sejumlah kepala negara akan datang ke Bali dengan pesawat kenegaraannya masing-masing. Atas hal ini, jadwal kedatangan dan keberangka pesawat di Bandara Ngurah Rai dipastikan akan banyak mengalami delay.

Kawasan Bali Tourism Development Corporation (BTDC) Nusa Dua, benar-benar akan steril selama KTT berlangsung. Orang-orang yang tidak berkepentingan, akan dilarang memasuki kawasan dengan beberapa unit hotel tersebut. “Nanti yang boleh masuk ke sana, hanya untuk yang mempunyai ID Card khusus ASEAN. Yang tidak punya ID Card, tidak boleh masuk. Termasuk aparat yang tidak menggunakan ID Card, tidak boleh,” jelas Leonard.

Khusus bagi pegawai-pegawai di lingkungan BTDC, kata dia, tetap diperbolehkan masuk dengan jaminan ID Card dari pihak BTDC. “Dari BTDC nanti akan mengeluarkan ID untuk karyawan mereka. Jadi semua karyawan mereka punya ID sendiri,” jelasnya.

Para tamu hotel-hotel di kawasan Nusa Dua juga akan diberikan ID khusus dari pihak hotel. Hanya dengan membawa ID tersebut, para tamu hotel dapat bebas keluar masuk kawasan Nusa Dua. “Hal ini sudah kita bicarakan dengan hotel. Jadi dari hotel, nanti setiap tamu membawa ID card mereka. Kita sudah koordinasikan itu dengan seluruh hotel di kawasan Nusa Dua,” jelasnya.

Kendaraan yang masuk ke dalam area BTDC juga tidak bisa sembarangan. Hanya kendaraan dengan stiker khusus ASEAN yang akan diperkenankan masuk area BTDC. “Taksi dan angkutan umum lainnya tidak boleh masuk,” ujarnya, sembari menyebut sudah menyiapkan jalur khusus bagi masyarakat yang ingin mengunjungi ASEAN Fair, sehingga tidak melewati lokasi acara di Bali Nusa Dua Convention Centre (BNDCC) dan Bali International Convention Centre (BICC).

Persembahyangan Bersama

Sementara itu, dalam rangka memohon kelancaran pelaksanaan KTT ASEAN, Pemerintah Provinsi Bali menggelar persembahyangan bersama di Pura di dalam areal rumah jabatan Gubernur Bali (Jaya Sabha) Denpasar, Minggu (13/11) malam. Persembahyangan bersama tersebut diikuti lebih dari 200 orang, terdiri dari puluhan pemangku dari seluruh Pura Sad Khayangan dan Pura Dang Khayangan se-Bali, serta para pejabat di lingkungan Pemerintah Provinsi Bali. Gubernur Bali Made Mangku Pastika juga hadir dalam persembahyangan tersebut.

“Lewat kegiatan doa bersama ini, kamu mendoakan supaya penyelenggaraan KTT ASEAN bisa berjalan lancar,” jelas Kepala Biro Humas dan Protokol Pemerintah Provinsi Bali, Ketut Teneng. Pihaknya juga mengharapkan dukungan dari segenap anggota masyarakat Bali untuk ikut berpartisipasi menjaga keamanan Bali selama KTT berlangsung.

The Bali and Denpasar administrations will build a museum and monument dedicated to Puputan Badung, a historical battle in 1906 between the Badung people and the Dutch colonial forces.

“The monument will be the icon of Denpasar and serve as a memorial, museum and public library,” said Gde Kusuma Diputra, head of the city’s spatial agency, on Thursday.

The monument will be built in the north area of Puputan Badung field. The existing Puputan Badung statues will be relocated to the top of the planned monument and will serve as the landmark of the complex.

The bronze statues of a man, a woman and a boy in battle stances and carrying spears and krises, show that the historic battle involved Balinese men and women of all ages.

Diputra said the monument would be built with Denpasar’s characteristic architecture.

“We will also provide sufficient green space in the museum and keep the trees in the field.”

A 400-car basement parking lot will also be built.

The monument will also be equipped with information about the historical battle in digital format, which will be kept in the museum.

Located near the city’s heritage area — including Jl. Gajah Mada, Jl. Veteran and Jl. Thamrin — the monument is expected to support the area’s preservation and the city’s tour program. The construction project will start next year, and the agency is focusing on distributing information to the public.

Nyoman Gunarsa, head of the Bali Museum Association, said he supported the monument’s construction in Puputan Badung.

“It’s a good idea, and it will be very meaningful to making Balinese people more aware of the nation’s struggle in the past and how their predecessors fought for their freedom from the colonialists.”

However, he suggested that the museum should be built directly on the battle site, which was currently occupied by Jaya Sabha, the governor’s official residence. The building is located to the north of the planned site.

“The governor should let Jaya Sabha be the museum location.”

Gunarsa added that the monument was also expected to be a work of art and an attractive tourist destination.

I Ketut Ardhana, a historian from Udayana University, said the Puputan Badung battle was a historical moment that held valuable lessons for the current generation.

The heroes’ fighting spirits to defend their rights against the Dutch is a remarkable characteristic of Bali that should be hailed.

APEC venue proceeds, despite opposition

Despite mounting opposition from students and environmental activists, the plan to construct a mega-resort for the venue of the 2013 APEC summit moves forward, as Badung regency started processing the permit for its construction.

The project is estimated to cost US$280 million and is expected to be completed by mid-2013 before the summit in November, in what is known as the Bali International Park (BIP).

On Wednesday, the regency administration met with representatives of PT Jimbaran Hijau to review a presentation from the developer about the BIP development.

“The developer has proposed the permit. They should first present their plans for the project to the Badung regent,” said the regency’s spokesman, Wayan Weda Darmaja.

Weda said the developer had proposed the permit months ago but the regency could not process the permit because some requirements had not been fulfilled.

The requirements included completing the process of transferring the land-use rights from PT Citra Tama Selaras, the owner of the land, to the developer as well as the payment of land and building tax of
Rp 7.2 billion by the developer. All the requirements have now been fulfilled by the developer.

Weda said the regency administration needed to hear a presentation from the developer to gain a complete picture of the project.

“We need to know what they will build and whether they have fulfilled all the requirements before we issue the permit.”

However, the regency administration would still consider opinions from the public about the project. He said that despite mounting opposition, his office had also been urged by many parties to speed up the process.

“Some are against the project, while some have urged us to speed up the process. We will consider all opinions. The most important thing is that the company fulfills all the requirements.”

 The regency administration’s decision to process the BIP’s permit triggered opposition from Gumi Bali Forum, an organization of students and environmental activists.

On Wednesday, 10 activists held a demonstration at the Sudirman junction to voice their opposition.

The activists, from Bali Environmental forum (Walhi), Frontier Bali and Udayana University, brought posters expressing their opposition to the development of the BIP.

They demanded that the regency administration refuse the permit. They also demanded greater transparency on tax paid by PT Jimbaran Hijau to the government.

Their third demand was for the regency administration to implement the government regulation on the use of abandoned land on the 174 hectares of land on which the BIP would be built.

Activist Abdul Haris said the development of the BIP would spark many problems.

 “The project has violated, among other regulations, the moratorium on the development of tourist accommodation in the south of Bali.”

Earlier this year, Bali Governor Made Mangku Pastika issued a moratorium on the development of new hotels in south Bali as the area already had too many hotels, and in the hope that development projects would be diverted to poorer regions in northern and eastern Bali.

Haris also criticized the acquisition of land from PT Citra Tama Selaras by PT Jimbaran Hijau, in which the latter company should have paid tax of 10 percent of the land’s value.

Security arrangements for visiting heads of state will affect commercial flights going in and out of Ngurah Rai International Airport during the upcoming ASEAN Summit, an Air Force officer said on Tuesday.

Flight service at Ngurah Rai would be adjusted to accommodate fifteen heads of state arriving in Bali on official or chartered flights.

“The delays will start 30 minutes before the arrival [of a head of state] until 25 minutes later, in line with international procedures, and will be applied to all heads of states,” Ngurah Rai Air Force base commander Col. Jumarto said.

Jumarto said it would be impossible to halt all activity during the officials’ arrivals at Ngurah Rai International Airport, the only commercial airport on Bali.

Security would be increased for visiting heads of state at the airport, he added, with officials creating three protective rings.

The first ring is a top security area that will be strictly off-limits to the public. The VIP 1 and VIP 2 reception facilities, which lie north of the airport’s international terminal, are expected to be the locus of the second ring.

The public areas inside the airport, including the arrival and departure terminals, will be designated as the third ring.

Official aircraft will park at three separate facilities inside the airport. Not all the planes will be parked at Ngurah Rai airport, which can only accommodate six wide-body aircraft. Some would be parked at Halim Perdanakusuma Airport in Jakarta and Juanda International Airport in Surabaya, East Java, Jumarto said.

Fifteen countries have confirmed the attendance of their heads of state, while three other countries were expected to be represented by their foreign ministers.

Of the 18 countries participating in the summit, only Singapore’s and Cambodia’s delegates will arrive in Bali on commercial planes, while the others will arrive on official or chartered planes.

US President Barack Obama has also confirmed attendance at the summit and is expected to arrive in Indonesia on Nov. 16 for preliminary meetings on trade.

“We have no confirmation on how long he will be in Bali,” Jumarto said.

Bali Police chief Insp. Gen. Totoy Herawan Indra said the police were prepared to safeguard the ASEAN meeting.

“We also expect the public to support us to maintain a secure situation in Bali,” he said.

Bali Governor Made Mangku Pastika said that Bali was ready to welcome all the delegates and to host the summit.

“The meeting will give Bali greater attention from the national and international community. We are delighted to host this meeting because it will make Bali more popular.”
